a. Approval of Building Plans:
Section 4 of the Act grants local authorities the power to review and approve building
plans before construction commences. This process involves assessing the plans for
compliance with the prescribed building standards and regulations. The local
authority plays a crucial role in ensuring that proposed buildings meet the necessary
safety and structural requirements.


b. Issuing Building Permits:
According to Section 5 of the Act, local authorities have the authority to issue

proceed, confirming that the proposed building plans comply with the prescribed
regulations and standards. Building permits are essential in regulating and
monitoring construction activities.


c. Inspections and Enforcement:

regulations, local authorities may issue a certificate of occupancy as per Section 14
of the Act. This certificate serves as confirmation that the building meets the
necessary safety standards and is suitable for occupation.


f. Setting Local Building Standards:
In addition to national building standards, local authorities have the power, as stated
in Section 17 of the Act, to establish supplementary building standards specific to
their regions or municipalities. This provision allows them to address local
environmental, cultural, or geographical considerations and promote uniformity in
building practices.


ii). Duties of Building Control Officers
Building control officers, appointed by local authorities, have important
responsibilities in ensuring compliance with building regulations. The following duties
are outlined:


a. Plan Assessment:
Building control officers, in accordance with the Act, are responsible for meticulously
examining building plans submitted to the local authority. They assess the plans for
compliance with the Act, relevant regulations, and local building standards. As per
Section 4 of the Act, officers scrutinise factors such as structural stability, fire safety,
accessibility, and zoning requirements.
