LAS 310 Exam 1 Review Questions
and Answers8

The program of international action of the APRA has five general points which serve as a basis
for national sections: 1) Action of countries of Latin America against Yankee Imperialism 2) The
political unity of Latin America 3) The nationalization of land and industry 4) The
internationalization of the Panama Canal 5) The solidarity of all the oppressed people and
classes of the world..." - ANSWERS-A Latin American Doctrine of Anti-Imperialism by Victor Haya
de la Torre. This was the response to poverty amongst the masses in Peru and throughout Latin
America by foreign capital following WWI. This was a form of political and economical resistance
against america and Yankee imperialism. This is significant because it showed that the immense
power of american imperialism cannot be overthrown without the unity of the Latin American
Countries.

"Your Americanism and mine must be a structure built of confidence, cemented by a sympathy
which recognized only equality and fraternity. It finds its source and being in the hearts of men
and dwells in the temple of intellect." - ANSWERS-The Good Neighbor Policy by Franklin D.
Roosevelt. This was the president's call to unite the Americas despite being so different. This
was addressed on Pan-American Day in hopes to ignite fraternal cooperation, he creates a
common ground by supporting his good neighbor policy and connecting that to a Pan-American
Union and Americanism. A step toward getting off on the right foot and the abandonment of old
american occupation/military approaches.

"Our good-neighbor policy rests in great part upon certain falsehoods, misconceptions, and
non-existent conditions. Some of these are: .... The belief that the Western Hemisphere is a
brotherhood of democracies in contrast to the evil dictatorships of,Europe. Governments of the
south have rarely represented the people less than at present. Some are worse tyrannies than
any in Europe, their danger limited merely by their relative weakness in the world scene..." -
ANSWERS-A Skeptic Views the Good Neighbor Policy by Carleton Beals. This reflected Beal's left
wing opposition stance on FDR's policy and how it is composed of lies. He touched on
underlying truths that the US state department preferred not to acknowledge. Although this
view was within the minority of Americans it is important to realize that to Americans we saw a

, totem pole to dance around and show off and to Hispanic america they saw a collar of
servitude.

Black Legend - ANSWERS-Distortion of Spanish history by its counterparts. Stereotyped the
Spanish to be cruel, hostile, and evil. This concept is significant because the ideology is carried
all the way through the Spanish American war and creates an existing hostility/attitude towards
Spain.

Adams-Onis Treaty - ANSWERS-The U.S and Spain defined the western limits of the Louisiana
purchase, defined the boundary between the U.S and New Spain. Spain surrendered its claim to
the pacific northwest in return the US recognized Spanish sovereignty over Texas. The events
surrounding the treaty emphasized a dislike of American citizens to Europeans interfering with
affairs and encroaching on their lands. "America for Americans" and US nationalism

Monroe Doctrine - ANSWERS-Foreign policy by the US that clearly separates European and
American (north and South) influence. The two Americas have a shared history and they used
this sameness to keep out European powers. Significant because this doctrine gave permission
(through the Roosevelt Corollary) to the US to act upon influence throughout the history of
Latin American relations. Justified US intervention throughout Southern America to promote a
stable, orderly, and prosperous neighbor and sparks opposition to US occupation /resistance
later on.

Treaty of Guadalupe Hidalgo - ANSWERS-Treaty ending the US Mexican American War.
Significant because this treaty was the answer to land without people or land and people. The
US received as much land with as few people and completed westward expansion. Doubles the
territory of the US and highlighted the effect of racial difference in terms of geographic
expansion of America.

Vaqueros - ANSWERS-Men of Latino, Mexican, and African Descent who played an important
part in the development of the cattle industry after the annexation of Texas. Significant because
they become a main source of labor and ironic that America becomes dependent on the people
that they did not want to accept following the Treaty of Guadalupe Hidalgo. Non-Anglo people
become the backbone of southern economics.
