Since the dawn of democracy, the community has faced several challenges related to poor service delivery such as lack of water, and unmaintained streets. Despite several attempts to engage the Ward Councillor and Municipal Manager by the Civic Organisation members, there has not been significant changes to improve service delivery in the township. The scarcity of water led to many households procuring water from nearby villages which led them to be cash strapped because most of the residents are unemployed while some are recipients of old-age grants. To find a way forward on the matter, Ms SEMESTER TWO ASSIGNMENT 01 N.B THIS ASSIGNMENT CONTAINS ONE COMPULSORY QUESTIONS 26 Tancred, Chairperson of the Civic Organisation decided to call a meeting to discuss the possible ways to get adequate supply of water in the township. INSTRUCTIONS Below is a transcript (exact words written down) of what was said under the relevant agenda item 2.2 presented in the form of a dialogue. As the Secretary of the Civic Organisation, it is your duty to take minutes during meetings. At this point, the meeting is discussing agenda item 2.2: possible ways to get adequate supply of water in the township. Write minutes of the meeting for agenda 2.2 only. This means that the complete format for minutes is not required. Remember that in taking minutes, we carefully select and summarise information, and make changes to style and grammar. Note that you should not record what each person said in turn. You should use the linear format (in sentences and paragraphs) of minutes. Your minutes should be about 1 page in length. TRANSCRIPT Ms Tancred (chair): Thank you all residents of Soshangana Township. I understand that we have gathered here in a sombre mood. There’s a dark cloud hanging over our heads regarding poor service delivery in our township. To be specific, let’s move to agenda item 2.2 possible ways of getting adequate water supply in the township. Can I please request our deputy chairperson, Mr Muzila to refresh our minds about this heart-breaking matter? Mr Muzila: Ladies and gentlemen, let me update you about the lack of adequate water supply in our township that is making our lives miserable and does not seem to be attended to. The civic organisation held several meetings with Mr Malatjie, the Municipal Manager, and Comrade Vusani, the Ward Councillor to request for the supply of water in the township. We held our first meeting with them on 30 May 2023 and on 25 June 2024 we were promised that there was a plan to construct two reservoirs and connect main pipeline from Naledi dam that would supply water to the township. We were informed that the construction process would commence on 01 November 2024, however, one could say, without any doubt that these were empty promises. ENG1504/101/3/2025 27 Mevrou Steyn: This is ridiculous, unethical, and irrational! It’s obvious that we are led by irresponsible people-they don’t care about the residents! Let’s go on an indefinite strike and make this municipality ungovernable. Mr Deacon: I disagree with your suggestions, Mevrou Steyn. If we involve ourselves in protests, do you think they will hear us? I sincerely doubt it! How many communities have been involved in protests and their demands were never attended to? Come on, Mevrou, Steyn! Ms Snyman: Ladies and gentlemen, please stop this bickering! It’s not healthy for our conversation. I think we rather start our water project and call it myWater project. This initiative will be intended to raise funds that will help us to provide water for ourselves. Boyza: Good people, this is another form of a scam… a daylight robbery. This is how corruption starts. Naledi water project was supposed to provide us with water, but here we are, without water. Do you think this newly proposed initiative is going to help us? Comrade Sfiso: I agree with Ms Snyman’s proposal. We should drill underground water for our community using the funds we raised. This is the plan, firstly we need to determine the number of boreholes needed in the township, secondly, we request a quotation from renowned drilling companies, to determine the cost for drilling the boreholes, procuring materials and labour. Mandla: This makes sense. There’s light at the end of the tunnel, I tell you. Comrade Sfiso: When drilling companies have issued the quotations, we’ll decide on the lowest one. Then, we discuss how we could contribute funds per household. Mandla: Before we leave this meeting, let us decide on the number of boreholes needed in our township. Ms Tancred: I suggest that one borehole per section since we have four of them. Two 5000 litres water tanks will be connected to each 28 borehole. After the completion of the project, one member of the community in each section should be hired to monitor the structure and ensure that there is regular supply of water to the community. Mr Muzila: You nailed it, Chair! In addition to the chairperson’s suggestions, I advise that we select four community members who’ll form a steering committee leading myWater project. Bishop: I nominate Ms Hlabangane for the position of the chairperson. Ms Tancred: Do you agree with the nominated name? All: Agreed! Thandeka: I nominate Boyza to be the treasurer of this steering community. Ms Tancred: Any approval of the nomination? Comrade Sfiso: The name is seconded. Dr Solani: There are two positions without names. I propose Mama Dikeledi as the secretary and Mr Smangaliso to be an additional member of the committee. Mandla: I second the two names nominated, but I would like to request the chairperson of the Civic Organisation to outline the expected roles of the committee members. Ms Tancred: Thank you Mandla! Ms Hlabangane will be expected to report to the Civic Organisation about the progress of myWater project regarding the construction process. Boyza will lead the committee to open a bank account for the fundraising. Mama Dikeledi should write letters to request funds from our local businesses. I would also suggest that, after getting quotations from the drilling companies, the community should meet again to decide on how much could each household contribute as well. Thandeka: Well done Chair! Now is the time to hit the ground running. Aluta continua! I propose closure. Ms Tancred: Thank you all for the robust engagements.
