Introduction
Purpose of the course
 Very simple: to consider some of the main social and economic issues and
challenges facing European societies today
 We look at how countries are dealing with these challenges, at the national
level, but also at the supranational level, with particular attention to the
European Union, its actual and potential role


Exam
 Texts!
 You can reply in Dutch (but be consistent!)
 The exam consists of:
o Explain 8 concepts and terms in as much detail as the space allows
(=3 lines) (8/20)
o There are two open questions pertaining to one or multiple lectures
(6/20 + 6/20). You get close to two pages for each answer.


Example of concept question: European Parliament
 “The European Parliament is the EU's law-making body. It is directly elected
by EU voters every 5 years. It has 3 roles: 1) Legislative: passing EU laws,
together with the Council of the EU, 2) supervisory: democratic scrutiny of
all EU institutions, 3) budgetary: establishing the EU budget, together with
the Council.”
 Of course: you could add other elements, such as the fact that there 720
MEPS and that its president is Roberta Metsola. You could add that it meets
in Strasbourg and Brussels.
 But the essential components are that it is a directly elected EU body with
legislative, supervisory, and budgetary responsibilities.

The European project: some of the good, the bad and
the ugly

1. Purpose of this lecture


 How did the European Union project emerge?
o Hoe het project van de Europese Unie is ontstaan: Wat waren de
historische omstandigheden en motieven achter de oprichting van
de EU?
 What have been accomplishments?
o Wat de belangrijkste verwezenlijkingen zijn geweest: Welke concrete
resultaten heeft de EU geboekt op politiek, economisch en sociaal
vlak?
 What are big challenges ?
o Wat de grote uitdagingen zijn waar de EU vandaag mee
geconfronteerd wordt: Denk aan migratie, democratisch deficit,
economische ongelijkheid tussen lidstaten, enzovoort.


2. Introduction


 Grote vernieling tijdens de tweede wereldoorlog
Bv: in Antwerpen, Berlijn, Frankrijk en Italië
 Concentratiekampen

,  75 jaar later nog steeds problemen en challenges
Bv: vluchtelingencrisis
-> Europa is niet super verwelkomend voor vluchtelingen en ze worden
vaak teruggestuurd
 Europa is een plek waar er vrede is en veel welvaart/ rijk continent
-> dit is niet altijd zo geweest
-> je had bijvoorbeeld de eerste wereldoorlog en toen probeerden ze al
Europa te verenigen en dat is niet gelukt en dan kwam ook nog eens WO2
-> in andere plaatsen in de wereld is totaal het tegenovergestelde gebeurd
en is er geen vrede etc.


3. A short history of the project called the European Union
or, peace through prosperity


Beginnings after WWII
 End of the Second World War left Europe divided between the communist,
Soviet dominated, eastern bloc, and the largely democratic western
nations.
 Fears over what direction a rebuilt Germany would take, perceived need to
bind Germany into pan-European democratic institutions
 Expansion of the communist east.


Na de Tweede Wereldoorlog was Europa diep verdeeld:
 Aan de ene kant stond het communistische Oostblok, dat onder invloed
stond van de Sovjet-Unie.
 Aan de andere kant bevonden zich de democratische landen van West-
Europa.
 Deze tweedeling vormde het begin van de Koude Oorlog.
 Na de oorlog was er super veel vernieling etc. maar Europa besefte dat ze
niet dezelfde fout mochten maken als toen na WO1 met Duitsland (daar
was veel vernieling en dat heeft misschien onrechtstreeks gezorgd voor de
tweede wereldoorlog)
-> Duitsland moest na WO1 heel veel geld betalen en ze moesten ook land
afgeven
-> Europa beseften dat ze het niet opnieuw zo konden aanpakken en dus
besloten ze om het economische gedeelte achterwegen te laten


Er bestond grote bezorgdheid over de toekomst van Duitsland:
 Men vreesde dat een heropgebouwd Duitsland opnieuw een bedreiging zou
vormen voor de vrede in Europa.
 Daarom werd het als noodzakelijk gezien om Duitsland te integreren in
pan-Europese, democratische instellingen, in plaats van het te straffen
zoals na de Eerste Wereldoorlog.


De visie van Altiero Spinelli

,  Ideas brewing.. While locked up under Fascism, communist Altiero Spinelli
writes the Ventotene Manifesto “For a Free and United Europe.
Tijdens zijn gevangenschap onder het fascistische regime schreef Altiero
Spinelli het Ventotene Manifest, getiteld “Voor een Vrij en Verenigd Europa”
-> hij was een communist (de werkende moeten samen strijden tegen de
kapitalisten)
Hierin pleitte hij voor:
 Meer samenwerking tussen Europese landen.
 Een federale structuur voor Europa, waarbij landen bevoegdheden afstaan
aan een supranationale entiteit
 Een duurzame vrede gebaseerd op samenwerking in plaats van
nationalisme.


“For a free and united Europe. A draft manifesto”
 The sovereign nation-state is the root cause of 20th-century crises
-> Nationalisme als basis van veel crisissen
 Peace requires thus abolishing absolute national sovereignty and building a
federal European state with real supranational powers
-> vrede hebben kan alleen als we samenwerken en gaan kijken naar
gemeenschappelijke visies
-> we hebben supranationale samenwerking nodig
 Calls for a socialist-inspired economic order that rejects both unrestrained
capitalist individualism and authoritarian collectivism
 And policies aimed at reducing inequality, expanding social rights, and
ensuring dignified living conditions.


Beginnings after WW2
 War had left Europe exhausted, with industry greatly damaged
-> Ze hebben materiaal nodig om Europa te kunnen heropbouwen, we
hebben elkaars hulp nodig want we hebben kolen, staal en ijzererts nodig
-> Slimmer om samen te werken dan om gewoon individueel te werken
(makkelijker om kool etc. van het ene land naar het andere land te
brengen)
-> Nu werken ze allemaal samen, terwijl ze eerst vijanden waren in de
wereldoorlog
 Six neighboring countries agreed in The Treaty of Paris to form an area of
free trade for several key resources including coal, steel and iron ore,
chosen for their key role in industry and the military.
 European Coal and Steel Community and involved Germany, Belgium,
France, Holland, Italy and Luxembourg. It began on 23 July 1952 and ended
on 23 July 2002, replaced by further unions.


Europa was na de oorlog uitgeput en de industrie lag grotendeels in puin. Om de
wederopbouw te bevorderen en toekomstige conflicten te vermijden, besloten 6
buurlanden samen te werken.
