ratified the - 13th and 14th amendments
- 10 states in 5 districts
- There was a US army general in charge of each
district
military reconstruction act - Marshall law and military control of the south
- The troops were the police force in these districts
- These acts took away the power that the southern
state governments had
- The president could not issue military orders, could
not remove generals, without the consent of congress
- Congress cannot take this power away from the
command of army act president, but they do it anyways
