a. Identify the purpose - Identify the commander's intent for interviews (e.g.
regulatory requirements, focus on an emerging issue, etc.)
b. Determine the demographics - If the interviews seek answers to general
questions about the organization's policies and practices, strive to ensure
focus groups are demographically representative of your organization (i.e. with
proportional numbers of minority and majority, women and men, etc.).
c. Identify participants - There should be an adequate number of interviews
to properly reflect the range of participants who need to be interviewed, based
on survey findings, in order to characterize the issues. Also ensure to identify
your high-risk groups to interview based on the DEOCS findings.
a) Trust - If members of the group have trust issues with the facilitator, the
organization, and/or each other, the interview will not likely produce
valuable information.
b) Expectations - Some members of the group may see the interview as an
opportunity to accuse others of policy violations. Such conversations
are
categorically off-limits; whenever allegations of Uniformed Code of
Military Justice (UCMJ) violations are made, the facilitator must immediately
stop the interview, remove the individual, and contact leadership about
the allegations.
c) Commonality of perception - Group perceptions sometimes lead
to group-think. One person expresses an idea or opinion and other
group
members go along with it without seriously reflecting on it or challenging it.
, d) Threats - A senior member may perceive a group interview as a threat
to his/her position or program.
e) Limited interviewer skills - The success of a group interviewer
depends on the interviewer's skills in handling group situations, behaviors,
and dynamics. The interview team must maintain respect/rapport and
engage in effective listening, while accurately capturing the predominant
perceptions and concerns expressed by the group.
f) Subjective bias - Individuals within the group may be biased and try to
establish an agenda
