Question 1
Effective local government requires effective policy for the execution of
functions. The influence of the values of leading officials on policy
implementation should not be underestimated. However, there is one
responsibility that all leading officials share and that receives the highest priority:
increasing the effectiveness of local government. Discuss the factors that
influence the effectiveness of a local government and illustrate with the use of
practical examples to demonstrate understanding.
Introduction
Local government is the sphere closest to citizens, tasked with delivering essential
services, fostering development, and ensuring democratic participation. According to the
Constitution of the Republic of South Africa (1996), municipalities must promote social
and economic development, provide democratic governance, and involve communities
in decision-making. For these objectives to be achieved, municipalities must function
effectively. Effectiveness, however, is not automatic. It depends on leadership values,
financial stability, institutional capacity, community engagement, and the broader system
of governance. This discussion explores these factors critically, drawing on practical
municipal examples to demonstrate how they shape outcomes in practice.
