Assignment 1: Statutory Rape Awareness Campaign in Limpopo
Case Summary: As a manager at Child Welfare Limpopo (CWL), you are responding to
a case of statutory rape by planning a 6-month awareness campaign (March-August
2026) targeting men and boys to prevent future incidents.
QUESTION 1
1.1 A Practical Account of Fulfilling the Four Management Functions
As the head office manager for CWL, my role is to provide strategic direction and
oversight, ensuring the five district offices can effectively execute the campaign.
a) Planning (5 marks)
Planning is the primary management function, as it sets the direction for all other
functions (BSW4804 SG, 2020, p. 51). My first step would be to establish a planning
committee comprising the five district supervisors and key staff. We would define
SMART objectives based on the collective agreement. For example: *"By August 2026,
to conduct at least 15 interactive workshops in schools and 10 community meetings in
bars and churches across all five districts, reaching a minimum of 5,000 men and boys,
as measured by attendance registers and pre/post-test questionnaires."* Following this,
we would develop a master action plan. This involves breaking down the campaign into
key tasks e.g., creating online videos, training peer educators, scheduling community
meetings, using a tool like a Gantt chart to sequence activities and set deadlines for
each district (Engelbrecht, 2019, p. 61). A preliminary budget would also be drafted at
this stage.
