Before the implementation of the Curriculum and Assessment Policy Statement (CAPS), three
key policies were developed to transform education in post-apartheid South Africa:

citizens in a democratic society.
• Creative and able to appreciate the value of aesthetics, culture, and diversity in society.
• Able to use technology effectively and ethically.
• Lifelong learners who can adapt to change and contribute meaningfully to the economy
and society.
