and governance

 By making recommendations to public sector and government on to improve the way they do things 
Sharing better understandings of how things work with people

WHAT IS PUBLIC POLICY?
Anyhting the government wants to do or dont want to do= public policy

Statement on priority= the governement wants to do something about it (its on the public agenda)

Who makes policy= the only etenty that makes policy IS GOVERNEMENT, (examen tricky quesiton

Some definitions:

- Anything a government chooses to do or not to do
- Collection of political decisions for implementing programs to achieve societal goals
- Sum of government activities, whether acting directly or through agents, as it has an influence on the life of citizens
- A set of actions by the government that includes, but is not limited to, making laws and is defined in terms of a common
goal or purpose
- A decision made in the public context
- A public policy is a targeted action by an actor or group of actors in tackling a problem or a concern of the population –
such a public policy is developed by numerous government organizations and politicians
- Public policy is how politicians make a difference – politicians are the elected decision-makers with a formal authority
for complex subsystems of participants and players. Policy is the instrument of governance, the decisions that steer
public funds in one direction but not in the other – it’s the outcome of a battle between ideas, interests and ideologies
that drives our political system
- A public policy is a series of consciously aligned decisions or activities taken or carried out by various public, and
sometimes private, actors whose resources, institutional links and interest vary with a view to solving a problem that is
politically defined as collective in nature – this set of decisions and activities leads to formalized actions of a more or
less restrictive nature that are often aimed at changing the behavior of social groups that are supposed to be at the
basis, or capable of solving, of the collective problem to be tackled (= target group) in the interest of the social groups
that experience the negative impact of that problem (= final beneficiaries)

- ONLY THE GOVERNMENT CAN MAKE POLICY (important)

- In politics only the governemnt makes policy the expert doesnt make the policy, the government makes the
exeprt talk infront of the camera (bv marc van ranst maakte GEEN beslissingen over de lockdown)

- Some people blame the experts BUT the government MAKES THE POLICY not the experts

- Public policy= anything a governemnt chooses to do or not to do (op kot gaan is a policy problem, er zijn te
weinig, is it affordable,…)

EXAMQUESTION

when do we make public policy= We make poblic policy when we have a problem, in response to a certain problem in sociaty (a
lot of risc, you have to negotioate) EXAM (bv not a broken street, but the haven in antwerp inst going to work anymore, …)

Some characteristics of public policy can be:

- Conscious and deliberate decision
- A response to some sort of problem or challenge, made on behalf of the public
- Oriented towards a goal or desired state
- Made by governments – even if the formulation of the policy or its triggers are from outside the formal body of
government

OBJECT OF POLICY MAKING
- Choosing what to do or not to do
- Targeted action
- Decisions that direct public funds in one direction, but not in the other
- A series of consciously coordinated decision or activities which leads to formalized actions of a more or less restrictive
nature

POLICY IN YOUR DAILY LIFE

Obligation= YOU CANNOT … (go outside after 10pm)

Distributive= allow people in certain areas to have more land for buildings etc

Redistributive=ex. You need to pay me 50% tax

Consistuent= we create an agency that supports the government, consutling; these policies gives power to these policies

EXAM Give me an example of .. Policy, … is an example of what policy

Welke lijken het meeste op…

Give me an exaple of redistrive…

Examples of policy types, regulatory policy:

- Competitive policy: restricts access to the provision of certain goods or services – imposes conditions that the facilities
must meet
- Protective policy: is intended to protect citizens by establishing the conditions under which private activities may be
provided and non-compliance with them sanctioned
- Self-regulating policy: corresponds to protective policy – although the initiative is taken by the providers themselves
