Civil War Americans were faced with the question regarding what do about the
effects of the emancipation. The presidential reconstruction ideal was to make it
nearly as easy as possible to rejoin the union. When the south responded to this
hospitality by instituting the Black Codes, congress was not so lenient by
instituting the reconstruction acts of 1867 which allowed for military occupation
of the south and the passing the 14th amendment.
Effect: Gave freed slaves and other people born in the U.S citizenship. Leads to the
