MN Government (Unit 3)
Federalism - ANS -System of government in which the power is divided between the
national and state governments. Powers which are not expressed in the constitution are
thus reserved to the states- 10th amendment.
State Government Powers - ANS -Making marriage laws.
Regulating education.
Holding elections.
Police/fire departments.
Welfare programs
Federal Government Powers - ANS -Declaring war.
Issuing their own money.
Taxing imports.
Make treaties. Taking away rights granted by the federal government (14th amendments)
Grants in aid from federal government - ANS -Financial awards given to the states by the
federal government to help the states pay for programs.
States can't always afford large projects such as transportation, sewage systems, water
systems and infrastructure, so they rely on federal assistance.
Things federal, state, and local governments have - ANS -Three branches; constitution
or charter
Bicameral legislature- - ANS -Upper house is senate, lower house is house of
representative. Nebraska is the exception as they have a unicameral legislature.
Requirements to be in the MN state legislature - ANS -Senate- 4 year term, American
citizen and live in district you represent, 21 years old,
House- 2 year term, American citizen and live in district you represent, 21 years old,
Raising taxes or cutting services could adversely affect citizens. Upsetting the electorate
could cause legislators to lose the next election. - ANS -Why do state legislators want to
avoid raising taxes or cutting essential services?
Why do states struggle to balance the budget? - ANS -People demand more state
services. Legislators refuse to raise taxes to pay for services. Federal grants have been
cut.
