In the context of the Curriculum and Assessment Policy Statement (CAPS) (2011)
for South African schools, assessment and evaluation are related but distinct
processes, each with a specific role in supporting students' learning and progress.

1.1.1 Assessment vs Evaluation

1. Assessment
o Assessment refers to the ongoing process of gathering evidence about a learner’s
knowledge, skills, attitudes, and performance. In CAPS, assessments are
structured to check the extent to which learners meet the specific goals set out in
the curriculum.
o In schools, assessment activities include tests, assignments, projects, and practical
tasks. CAPS outlines both formal (e.g., tests, exams) and informal (e.g., class
discussions, observations) assessments. These assessments are intended to provide
feedback to both teachers and students on learners’ progress.
o Assessments are typically diagnostic, formative, or summative, depending on
their purpose: diagnostic assessments identify learning needs, formative
assessments track learning progress, and summative assessments gauge the
overall achievement at the end of a term or year.
2. Evaluation
o Evaluation is a broader process used to interpret and make judgments based on
assessment data. While assessments gather data, evaluation interprets this data to
determine the quality, effectiveness, and success of the learning process, teaching
strategies, or curriculum.
o In schools, evaluation involves analyzing assessment outcomes to make decisions,
such as adapting teaching methods, modifying lesson plans, or implementing
interventions for learners who may be struggling. Evaluations are conducted at
various levels, from individual learner performance to the effectiveness of an
entire educational program.
o Evaluation in the CAPS context supports school-wide improvement by providing
insights that guide changes and improvements in teaching practices and
curriculum delivery.
