Accident - ANSWER an unstable situation with at least one damaging incident.

A traffic accident is one in which

(1) the unstabilized situation arises on a trafficway or

(2) a dangerous occurrence occurs on a roadway.


Motor Vehicle Crash (MVC) - ANSWER crash involving a motor vehicle in
transport, does not involve an aircraft or watercraft, and does not include any
adverse event involving a railroad train in transport prior to the involvement of
a motor vehicle in transport.

Deliberate Intent - ANSWER the classification given to the cause of an event,

occurring.
