-Libs and conservatives worry that the expansion of corrections has affected some groups more than
others. Nearly 1/4 of black men in 20s- some form of correctional control and 1/5 black males has been
in prison. Costs of corrections- out of line (70 billion/year). Prison budgets grow even when money for
education and other services lag; probation caseloads and daily jail populations have grown= expensive.

correctional control.

The Great experiment on Social control - correct answers-By 2010- the number of prisoners reached the
highest point in US history- and the highest in the world. Rate was 5x higher than where it started.



-The "Great experiement on social control"- defined a generation of Americans who have witnessed the
greatest expansion in government control ever undertaken by a democratic state. Some of it is caused
by increases in crime, just as some is caused by the increased effectiveness of CJ at apprehending,
arresting, and convicting criminals. Mostly this experiment has to do with changes in punishment policy.
More felons being sent to prison rather than receiving probation and sentence length has increased as
well.



-American politics and culture; war on drugs, people grew more exasperated with crime and disorder,
and magnitude of changes in sentencing and correctional practices came together to make correctional
populations growth, whether the crime rates rose or not.



-Effects of great experiment in social control falls into 3 broad areas: 1. how has the growth in the
corrections system affected rates of crime? Not easy to isolate the effects of a growing corrections
system from other factors, scubas the economy or times of war. Divergent conclusions. Further growth
will have little impact on crime.
