during the Maastricht Treaty negotiations?
Justice and Home Affairs, third pillar in Maastricht. It was intergovernmental, just as

Justice (AFSJ)?
Free movement, common immigration and asylum policy was the most important one

4. Schengen area (Ireland and UK, Croatia, Cyprus, Bulgaria, Romania) is an
agreement where internal border controls are abolished, it is easier for refugees to

conditions are the least strict. Switzerland, Norway, Iceland, Liechtenstein are no EU
members but they are part of Schengen.
