1.1.1 A public school learner may be expelled only by the Head of the Education
Department for serious misconduct (assessed at a fair hearing). Expulsions may be appealed
through the provincial Department of Education.

(a) Class attendance. Check the register at the end of each day to find out which learners are
missing classes. A pattern may be established after a period of time (e.g. one week).
(b) Academic performance. Inconsistent or deteriorating academic performance should concern
the teacher. Pay attention to the following examples that could explain the learner’s
deteriorating or inconsistent academic performance: poor attention span or absent mindedness;
poor participation in classroom and in other activities; poor commitment; and poor completion
of tasks or homework.
(c) General physical appearance. The teacher should consider the learner’s general neatness,

(d) Speech. The ease or difficulty with which the learners express themselves verbally may
