The Encomienda system was a labor system started by the Spanish crown in the American colonies, In this system, a Spanish Encomiendero was granted a number of native laborers who would pay tributes to him in exchange for his protection. A chattel slave is an enslaved child who is owned by the person forever and they are automatically enslaved. Chattel slaves are individuals treated as complete property, to be bought and sold. Chattel slavery was supported and made legal by European governments and monarchs. Serfdom was the status of many peasants under feudalism, specifically relating to manorialism, and similar systems. It was a condition of debt bondage and indentured servitude, which developed during the Late Antiquity and Early Middle Ages. What state/empire utilized this labor system? The Spanish empire utilized this labor system. The British empire utilized this labor system. The Russian empire utilized this labor system.
