1. I disagree because Africa has expertise in responding to pandemic. in the early stages of
COVID-19 pandemic East African countries came together with a goal to prevent the spread
of COVID-19. African countries including South Africa took the pandemic seriously to
protect their population by implementing lockdowns, border closure and canceled flights to
prevent the influx of cases. African countries were quick to respond to World Health
Organization (WHO) to educate people about precautional measures to minimize the spread
of COVID-19 like washing of hands regularly, use of sanitizers, no hand shakes keep social
distance and the importance of wearing masks in a public space.
South African Government went to an extend of providing food and financial relief to
vulnerable communities and TERS to employees affected by lockdown and have no income.
The problem we are facing in South Africa is our leadership, who are power hungry, greedy
and corrupt. Every disaster that requires funding they see it as an opportunity to be greedy
and pocket the funds without any consideration of how it will affect people who were support
to benefit from those funds.
2. Due diligence is an investigation, a review performed to confirm details and facts about a
person or business expected to take before entering into an agreement or contract with
another party. When due diligent is done properly there will be no difficulties in explaining
ones actions and decisions. Transparency and accountability prevails.
For example, the corruption related to COVID-19 pandemic whereby companies (Kamo
Training and consultancy and MKV consultancy)
who both did not have experience in distribution of safety equipment were awarded tenders to
provide Personal Protective Equipment (PPE's) , that landed to companies failure to deliver
as per agreement or deliver products of poor quality. AmaBhungane Investigator findings
were that for both companies no due diligence was done to test their suitability such as
experience in PPE's or having financial muscle to pull off a contract requiring millions.

3. COVID-19 pandemic has given rise to risks of corruption especially in South Africa. The
President Cyril Ramaphosa tasked the Special Investigations Unit (SIU) to investigate the
corruption that emerged due to awarding of tenders to companies and individuals who were
either not qualified for the job or have close relations with the board to provide or supply
safety equipment to the country.
Yes, individuals from high ranks were suspended or dismissed from their positions, however;
we did not see or hear of any harsh sentencing like imprisonment or fines given to
perpetrators. I think the companies or individuals found guilty of corruption should be
instructed to return the money that was awarded to them. Their business and personal bank
accounts be frozen until all monies are paid back in full or be given a prison sentence. The
companies found guilty should be in a forefront in helping communities with necessary
necessities and lastly their company's license should be taken off state data base permanently.
