Public Health

1842- Edwin Chadwick. Edwin Chadwick argued that the disease was the main reason for
poverty and that preventing diseases would reduce poor rates.

1848- The Cholera Epidemic. The cholera epidemic scared the government into dealing with
the prevention of disease through public and individual health measures.

Public measures; government tries to prevent illness among the population. The public
measures were based on bad smells which caused diseases. The individual measures were
based on the government accepting laws to improve the situation of the individual poor.

1884; Public Health Act. The act caused the setting up of a Board of Health. This act was
there to improve public health. It gave a right to appoint a medical officer of health, provide
sewers, inspect lodging houses and check food which was offered for sale.

1853- Vaccinations against Smallpox. Vaccinations were made compulsory

1875- Public Health Act; This act enforced laws about slum clearance, provision of sewers
and clean water.

1906- The local councils were told to provide free school

1907- School medical examinations were ordered for all children. E.g. checking if children
has head lice.

1908- Old aged pensions were introduced

1911- National Insurance. National Insurance; free medical treatment for workers who felt
ill was introduced.

1918- The prime minister of Britain promised soldiers who came back from war good homes
as a reward.

1919- A ministry of health set up to look after sanitation.

1921- Local authorities were required to set up TB sanitation.

1934- Economic depression of the 1930s caused government to cut back on spending.

1942- During the Second World War, the need to give people something to fight for led the
government to commission on the Beveridge report. The Beveridge report provided a
summary of principles necessary to banish poverty and 'want' from Britain.

1946- New Towns Act. This act plans new towns such as Stevenage and Newton Aycliffe to
replace the inner-city slums.

1956- The Clean Air Act. This act imposed smokeless zones in cities and reduced smog

1980- Black Report. This report stated that huge inequalities in health still existed. Between the rich
and poor in Britain.

Public health is the health of the population as a whole, especially as monitored, regulated, and
promoted by the state. Public health is about helping people to stay healthy, and protecting them
from threats to their health e.g. diabetes or high cholesterol. The government wants everyone to be
able to make healthier choices, regardless of their circumstances, and to minimise the risk and
impact of illness. They do this by using campaigns to encourage people to live a healthy lifestyle and
tips/advice on how to maintain a healthy lifestyle. For example, the campaign change for life, this
campaign aims to help families and middle-aged adults make small, significant improvements to
their diet, activity levels and alcohol consumption.

Aims of public health-

Planning national provisions of healthcare and promoting health the health of population. Local
planning authorities should ensure that health and wellbeing, and health infrastructure are
considered in local and neighborhood plans and in planning decision making. Public health
organisations, health service organisations, commissioners and providers, and local communities
should use this guidance to help them work effectively with local planning authorities in order to
promote healthy communities and support appropriate health infrastructure.

Another aim is Identifying and monitoring needs of population, most doctors are used to assessing
the health needs of their individual patients. Using epidemiologic methods to monitor health
patterns in populations has been a long-standing focus in public health. Monitoring the Health of
Populations provides an up-to-date consideration of many topics associated with modern efforts
designed to focus on what the major health issues are and to treat and find prevention.

Identifying and reducing inequalities, in order to do this

Protecting individuals, groups and community from threats to health that arise from communicable
diseases. This means everyone should keep good hygiene in order to prevent any diseases or a
disease from spreading.

Another aim is addressing specific national health problems over a period of time and developing
programmes to screen for early diagnosis of disease.

Identifying and monitoring needs

The government must understand and predict social changes in the treatment and control of disease
to prevent any outbreaks or major issues which could spread.

The PHE eat well Guide provides a compelling evidence base for eating a healthy diet, and ignoring
this advice increases the chances of becoming obese but many people still find it difficult to eat
healthily. This is primarily because we are living in an obesogenic environment where less than
