Evaluate the extent to which there are any effective limitations on the powers of a prime
minister

The prime minister essentially runs the country, by being granted the monarchs
prerogative powers to make decisions, appointments, and propose laws. This prime
ministerial authority can vary dependant on the individual in power, and how they
exercise these powers. However, there are seen to be some effective limitations on this
authority by the Cabinet, their own party, or even the media’s influence, especially
regarding how the public perceives them. These factors determine that there are a
select number of effective limitations on the powers of the Prime Minister.



In regard to the Cabinet holding limitations on the prime minister's powers, it can be
argued that not all decisions made by the PM are their own choices, as decisions are
made within the Cabinet, meaning the prime minister will have to settle on a general
consensus. All official government decisions must be cleared by the cabinet if they are
to be deemed legitimate. All members of the cabinet are members of the official
governing party of the UK, perhaps meaning that their politics align with the prime
minister and will most likely agree with the PMs legislation and policies with no debate.
However, each member has their own beliefs and constituents to appeal to, which can
cause a clash in ideologies, as seen with Thatcher by the 1990s. Thatcher had become
increasingly unpopular with her policies, such as the poll tax, which led to her cabinet
supporters to lose faith in her abilities, and created a clash among their beliefs. Without
the support of her cabinet, she was unable to pass policies they did not agree with,
effectively limiting her power over the cabinet. This was not always the case, as during
the prime Thatcher years, her determination to implement her policies, especially those
regarding economic reform, left little room for disagreement within her cabinet. The
dominance she held over her cabinet ultimately shows that there have not been many
effective restraints against the powers the prime minister holds, and an overall
supportive and effective cabinet enhances the power of the prime minister, allowing
them to push their agenda sufficiently. Nevertheless, cabinet has the power to drive a
prime minister out of power by refusing to publicly support them, as such happened
with Blair in 2007, who resigned over public criticism. Ultimately, even though a prime
minister that holds a strong mandate and a supportive cabinet can exercise their
powers effectively with little limitations, the factor that the cabinet can limit this
whenever they feel the prime minister is being unreasonable, or generally unpopular
with their policies, exemplifies the fact that the cabinet is an effective limitation on the
prime ministers powers.
