Scenario A: Addressing Vaccine Decline: Leadership in a Diverse Rural Health Center
A1: Organizational Issues
The main internal issue facing the community health center is operational stress
experienced by the healthcare team due to insufficient staffing and lack of coordination. Lack of
qualified nurses causes delays in vaccination schedule, whereas poor communication results in
lost opportunities and scheduling conflicts. Such issues have also led to shortages in vaccines,
wastage of vaccines, and demotivation among staff due to overload of work (Scenario A).
The major external challenge is the loss of trust and community participation within the
vaccine program. Many community members, especially in this diverse rural community, have
questions regarding the scheduling and booking of their vaccines. Lack of cooperation from
schools and other community-based organizations, coupled with linguistic and cultural
differences, impedes effective outreach efforts and leads to low rates of immunization among
children and young adults (Scenario A).
A1a: Challenges
As for the internal issue of operational strain, managers need to deal with nursing staffing
shortages, which lead to delays in vaccination and greater workloads, resulting in poor staff
morale and causing burnout. The second challenge is related to poor team communication and
coordination, which leads to missed chances for vaccinations, scheduling conflicts, and wastage
of vaccines (Bates et al., 2025).
For the external issue of eroded community trust, there is a need for leaders to deal with
the general confusion that exists concerning vaccination schedules and appointments. A second
major challenge is that there is no collaboration between the community health center and
schools and other local organizations, which makes it difficult for them to engage with hard-to-
reach people in this rural community (Afsharinia & Gurtoo, 2023).
A2: Leadership Style
I recommend the adoption of Transformational Leadership as the best style to handle both
internal and external challenges faced in this rural community health center. Transformational
leaders are those who motivate their followers by creating visions together, promoting creativity,
and developing strong relations based on individualized consideration, intellectual stimulation,
