1. INTRODUCTION

Rural development holds a prominent position within the development economics
literature, especially in developing countries, where a large share of the population still
lives in rural areas and relies on agriculture and related activities for their livelihoods.
Even after decades of urbanisation and structural transformation, rural communities
across the developing world continue to face high poverty levels, poor access to basic
services, weak infrastructure, and economic marginalisation. Scholars have widely
pointed to the historical neglect of rural areas in favour of urban-based industrial growth
as one of the key factors behind ongoing underdevelopment across much of the Global
South.

Szirmai (2015) argues that rural development should be understood as a concept
broader than agricultural development on its own. Although agriculture continues to
underpin rural economies, rural development also involves change across the wider
social, economic, and institutional structures of rural society. This includes growth in
non-agricultural economic activity, better rural infrastructure, land reform, greater
access to education and healthcare, and stronger rural institutions. For rural
development policy to be effective, it therefore needs to take a comprehensive
approach that addresses both the agricultural and non-agricultural sides of rural life.

This essay pursues two connected aims. The first section examines the various policy
approaches that development economists and policymakers have put forward to tackle
rural development challenges, drawing on the theoretical perspectives set out in the
prescribed textbook. The second section applies these policies and challenges to the
specific case of Kenya, a developing East African country where rural development
continues to be both an urgent challenge and a key part of broader national socio-
economic progress. Kenya offers a particularly useful case study given its large rural
population, its strong reliance on agriculture, and the marked disparities that exist
between its urban and rural regions.
