Labor Supply and Demand
The police department is in the unenviable position of needing to recruit officers
immediately. There are several factors that are putting pressure on this situation, such as an
aging workforce, higher taxes, a higher cost of education as compared to other states, and
notwithstanding a harsh climate.
The average age of the police department is 45 years old. This places up to 24 percent
of the workforce eligible for retirement within the next five years. If this is allowed to continue
unchecked then our already tenable situation will be even worse.
The higher taxes, high cost of education and climate have caused many of the state’s
young people to look for jobs and education in other areas of the country such as the southeast
and southwest. The outward migration of young college educated people has also put pressure
on our situation. These factors have all created a situation in which finding qualified candidates
locally is extremely challenging.
The current staffing levels in the department are at a level in which they cannot sustain
the needs of the department. This has created a situation that has caused the department to
hand out an excessive amounts of overtime. Said overtime has also been picked upon by the
media and caused a scandal in which caused more political pressure on the Mayor. The
increased pressure on the Mayor has had him call for the immediate hiring and placement of 25
new officers.
