Theorie:
-purpose EU? Single/internal market: shared market for all member states (art 3
§3 VEU, art 26, lid 2 VWEU) free movement of: 4 fundamental freedoms:
People: free movement inside the EU
equally treating= when you make use of the free movement of persons,
you have the same rights as the citizens of the country where you’re staying
Kapital: property, bank accounts
Goods: no internal tariffs
Services: professionals can offer services across borders
-EU - : there are flaws and problems with the eu but it’s very difficult to solve
that
-EU + : we have to work together we have no power in the world
-competences EU: exclusive competences (=ereas where only the eu can
legislate), shared competences (=Both the members and the eu can do this) and
competences to carry out actions to support, coordinate or supplement the
actions of the member states
Principle of subsidiarity: The union can only act when they can do it better
than the member states (shared competences)
Principle of proportionality: The union can’t do more than necessary to reach
their goal (legitimate aim, suitable, necessary, proportional)
Principle of conferral: The union can’t take action on things which are not
conferred by the member states by treaties
-European Parliament: A democratically elective institution (=we, as citizens,
can vote for them), They exercise legislative (=they have the authority to make
law) and they keep the other institutions right (= they can ask the other
institutions to justify their actions)
-European council= It doesn’t exercise legislative functions and it brings
together the heads of state or government of all EU countries to decide the
Union’s big priorities and policies
-The council (of the European union)= they exercise legislative and they
carry out policy-making and coordinating functions. It consists of ministers, one
minister per member state who is specialized in the subject always a different
composition
-The European commission= the executive power (=UM), it is composed of 27
commissioners + 1 presidents (Ursula Von der Leyen). It is an independent
