Theoretical Framing of Curriculum Development
Ralph Tyler's objectives approach and Lawrence Stenhouse's process approach are two
influential curriculum development models. Although both aim to improve teaching and
learning, they differ significantly in their views of curriculum planning, teaching, learning and
assessment.
Teacher's Role
According to Tyler, the teacher is responsible for implementing predetermined objectives. The
teacher follows a structured plan to ensure that learners achieve specific learning outcomes. In
contrast, Stenhouse views the teacher as a researcher and facilitator who adapts the curriculum
according to learners' needs and classroom experiences.
Learner's Role
In Tyler's approach, learners are expected to achieve the objectives set by curriculum planners
and teachers. Learning is largely guided by predetermined goals. Stenhouse, however, sees
learners as active participants in the learning process. Learners are encouraged to investigate,
explore and construct knowledge through meaningful experiences.
Curriculum Planning
Tyler's model follows a linear and systematic process. Curriculum developers first identify
objectives, select learning experiences, organise these experiences and evaluate achievement.
Stenhouse's approach is more flexible and developmental. Curriculum planning is viewed as an
ongoing process that can be modified according to classroom realities.
Teaching Methods
Tyler's approach generally promotes structured teaching methods designed to achieve specific
objectives efficiently. Teachers select methods that help learners reach predetermined
outcomes.
