Green procurement contributes to sustainable development in the public sector Introduction The People’s Republic of China is one of the BRICS (Brazil, Russia, India, China and South Africa) members with a national plan that aims to encourage and pioneer “eco-civilisation”. China began green public procurement (GPP) in 2005, emphasising the realisation of whole-life value in both the Bidding and Tendering Law (1999) and the Government Procurement Law (2002). In 2013, the People’s Republic of China spent more than CNY 1.6 trillion ($252 billion) on procurement, accounting for 11.7 per cent of all national spending (Dion et al., 2015). The total amount of money spent by China highlights the significance of the public sector as a catalyst for green procurement. Public procurers are encouraged to select products that have a low environmental impact from the Energy Conservation and Environmental Labelling Product list. The purchasing power of the government serves as an incentive for operations and supply chain businesses to invest in and innovate green products and services in order to meet the government’s guaranteed long-term and high-volume demand. Table 2.2 shows different areas of frequent government expenditure. The production, consumption and operational use of the products listed in this table pose environmental and social impacts. Environmental impacts can be observed at any point in a product’s lifecycle from production and use to disposal (i.e. impacts on soil quality and biodiversity; deforestation; nutrient cycling; ecosystem service provision; and the production of GHG, sulphur dioxide, nitrous oxide, particulate matter and mercury). Hence, there is a need to understand the green and sustainable topics presented in Chapters 2 to 6 of the prescribed book. Social impacts manifest differently in the form of unemployment, poverty, human capital development and health issues that emanate directly or indirectly from the production of the goods. Health effects can arise from air, water and soil pollution. A recent case linked to adverse health effects associated with soil pollution in South Africa is that of Listeria bacteria that was discovered in food products. Thus, the importance of understanding humanitarian operations and supply chain matters is presented in Chapters 11 and 12 of the prescribed book.
