Climate change is one of the greatest threats to South Africa’s development. Over the
past few decades, the country has experienced increasingly severe weather events,
including prolonged droughts, unpredictable rainfall, intense storms, and rising
temperatures. These phenomena have disrupted critical sectors such as agriculture,
water supply, and energy production, threatening both economic growth and social
stability (Department of Environmental Affairs [DEA], 2011). The Cape Town water crisis
of 2016–2018, for example, highlighted how vulnerable South Africa’s urban areas are to
prolonged drought, forcing municipalities to implement strict water restrictions and
raising national awareness of water scarcity. Similarly, floods in parts of KwaZulu-Natal
and Limpopo have destroyed infrastructure, homes, and livelihoods. These realities
demonstrate the urgent need for comprehensive mitigation and adaptation strategies
that are specific to the South African context.
The South African government recognises the importance of balancing mitigation and
adaptation measures to address climate change while safeguarding the most vulnerable
