The road has been in a poor condition for many years, with numerous accidents occurring as a result of potholes and other hazards. However, in 2020, the South African government announced a major investment of R4.5 billion to upgrade the road, including widening it to four lanes and improving safety features such as lighting and fencing. The upgraded Moloto Road is expected to improve transport links between Pretoria and Mpumalanga, which will in turn promote economic growth in the rural areas along the route. This is because businesses will have better access to markets, while people will have better access to services and job opportunities.

1.1 Economic Growth Effects of the Moloto Road Upgrade on Rural
Communities

Improved Market Access for Rural Businesses

Transport infrastructure plays a fundamental role in enabling economic development
by reducing spatial barriers between producers and markets. The upgrading of the
Moloto Road is expected to significantly improve market accessibility for rural
businesses located along the corridor between Pretoria and Mpumalanga. According
to transport economics theory, improved road infrastructure lowers transaction costs
and reduces the time required to move goods between production areas and
consumption markets (Rodrigue, 2020). For rural agricultural producers and small
enterprises, these reductions in logistics costs are particularly important because
transport expenses often represent a large proportion of their total operating costs.
When road conditions improve and travel times decrease, producers can transport
goods more efficiently to urban markets such as Pretoria, thereby increasing
profitability and competitiveness.

One specific example of this benefit can be observed in the agricultural sector.
Farmers in rural areas along the Moloto corridor produce crops, livestock, and other
agricultural products that must be transported quickly to urban distribution centres and
retail markets. Poor road conditions previously caused delays, vehicle damage, and
increased fuel consumption, which ultimately raised the cost of transporting
agricultural goods. The upgraded road will enable farmers to deliver products faster
and in better condition, thereby improving their ability to compete in regional markets
and reducing post-harvest losses. Empirical studies have shown that improved rural
road infrastructure often leads to increased agricultural productivity and higher rural
incomes due to improved market connectivity (World Bank, 2022).

A second example relates to small and medium-sized enterprises (SMEs) operating
in rural towns along the route. Businesses such as retail shops, logistics services, and
construction suppliers depend on reliable transport routes to obtain inventory from
larger urban centres. With improved road capacity and safety features, supply chains
