Contracting Competency
The ability to manage changes in contracts as per the DoD Contracting Competency Model.
Contract Change
The underlying customer requirements for which the contracting officer contracts can and
usually do change.
Bilateral Modification
A contract modification that is signed by both the contractor and the contracting officer, used to
make negotiated equitable adjustments, definitize letter contracts, and reflect other
agreements modifying contract terms.

A contract modification that is signed only by the contracting officer, used for administrative
changes, issuing change orders, making changes authorized by clauses other than a changes

Availability of Funds for Modifications
The contracting officer shall not execute a contract modification that causes an increase in funds
without obtaining a certification of fund availability, except for certain specified modifications.
