The trucks do not have tracking devices and there are no security escorts, or any security measures put in place to protect the workers and the computers. On-site orientation results revealed that the security backlog and weakness of security measures for delivery trucks are estimated at 60% and the security risk factor is estimated at 60%. 1. INTRODUCTION

Computer Data Systems (CDS) is a growing computer manufacturing and
distribution company operating in and around Gauteng, but it is currently facing a
serious escalation in delivery truck hijackings. During the 2025 financial year, CDS
reportedly lost about R20 million, which represents roughly 30 percent of annual
revenue, and employees were physically harmed during at least one incident. These
events show that the organisation is exposed to high levels of operational, financial,
and human risk. The situation is worsened by the absence of basic security controls
such as vehicle tracking devices, security escorts, and formal security procedures,
as well as a company policy that does not cover security matters. At the same time,
pressure is increasing from key stakeholders, including the workers union and the
insurance company, both of whom are demanding evidence of effective risk
reduction measures. This assignment applies security risk management and
research methodology concepts to propose practical controls, evaluate legal
compliance under the Occupational Health and Safety Act, and calculate key
indicators such as risk factor, security backlog, exposure to risk, and vulnerability.



2. QUESTION 1: SECURITY PROCEDURES FOR CDS

Security procedures are operational guidelines that give effect to an organisation’s
security policy. While policy sets strategic direction, procedures translate that
direction into clear, practical instructions that employees must follow (Purpura,
2019). In the case of Computer Data Systems, the absence of a formal security
policy and supporting procedures has increased risk exposure, financial losses, and
harm to employees. Effective procedures must follow a proper risk analysis and
security survey to ensure that controls address real threats (Coole, Corkill and
Woodward, 2012). The following security procedures are proposed to protect
employees, trucks, and computer assets.

Access and Vehicle Control Procedures

All delivery trucks must be fitted with approved tracking devices and immobilisers.
Vehicles may only leave the premises after authorisation from a designated control
officer. Drivers must sign for vehicles and confirm route details before departure.
