What is a Project Management Plan?
It is a living document that tells how a project will be executed,
monitored, and controlled
Gives a comprehensive and common framework of what to execute,
procedures to solve it, steps to measure and report the project
It should be used as a reference for any decision that is made, as
well as for clarification of unclear areas in the project
It is often revised to account for new and missing information
Is a standard communication tool throughout the lifetime of the

There are many different sections of the project management plan:
Charter, scope statement, Work Breakdown Structure (WBS),
Responsibility Assignment Matrix (RAM), Cost labor and duration
estimates, Assumptions, schedule, and more

Having a charter is important, as without one, many issues can occur:
There is a risk of diminished value and importance of a project if
the purpose is not documented and agreed upon
Delayed decision making, as there is no champion for the
project
Difficulty in managing expectations, as without an agreement,
disagreements can happen
Risk of failure, as if there is no record of project goals, they are
more prone to failure
