Personal Reasons – include things like fear, shame, disinterest, and not
being affected.
Social and Culture Reasons – includes things like lack of knowledge,
complexity, lack of media interest, lack of current public concerns and
culture bound crime.
Recorded – for a crime to be recorded it must be against the law. Someon
must know the event took place. The crime must then be reported to the
police and the police must record the event as a crime.
There is a dark figure of crime. Only 30% of crime is recorded meaning
70% is unrecorded.
