Definition:
“Batho-Pele” is a Sesotho expression that directly translates to “People First.” It is a
public service reform initiative introduced by the South African government in 1997,
designed to transform public service into a citizen-centred system. The philosophy of
Batho-Pele requires government departments and public institutions to serve citizens
with efficiency, fairness, transparency, and accountability. Its ultimate goal is to ensure
that service delivery meets the needs of all South Africans, particularly those previously
marginalised under apartheid.

Background:
Before 1994, the public service system in South Africa was exclusionary and
discriminatory, benefiting mainly the white minority while neglecting the majority.
Services were inefficient, fragmented, and lacked accountability. In response to the
democratic transition, the Batho-Pele principles were introduced as part of the broader
transformation of the public service. They are grounded in Section 195 of the
Constitution, which highlights democratic values such as responsiveness, impartiality,
equity, transparency, and accountability. The Batho-Pele framework, therefore, seeks to
empower citizens, promote participation in decision-making, and ensure that public
resources are used responsibly.

1. Consultation – Citizens should be actively involved in shaping the services they
receive. This can be achieved through structured surveys, focus groups,
suggestion boxes, and community forums.
