1. TERMS OF REFERENCE

On 1 November 2025, I was officially commissioned by Ms Tancred, the Chairperson
of the Civic Organisation in Soshangana Township, to conduct an investigation into
possible ways of acquiring an adequate and sustainable water supply for the
community. My name is Vusi Xhumalo, and I serve as a Community Development
Officer. This report outlines the results of the investigation and provides
recommendations to guide the Civic Organisation’s efforts. The completed report,
including proposed actions, is to be submitted to Ms Tancred by 30 November 2025.



2. PROCEDURES

2.1 Community Consultations

To understand the community’s current experience, challenges, and expectations
regarding water supply, meetings and group discussions were held with community
members from all four sections of the township.

2.2 Municipal Engagement

To obtain official responses and plans, engagements were conducted with the Ward
Councillor and the Municipal Manager of Bakwena Municipality.

2.3 Review of Previous Commitments and Documents

Past communication, meeting minutes, and municipal documents were analysed to
assess any progress, delays, or broken promises regarding water provision.

2.4 Expert Consultations and Feasibility Check

Interviews were conducted with independent water infrastructure experts and drilling
companies to determine the practicality and costs of alternative water solutions such
as boreholes.
