1. Introduction

Workplace discipline serves to ensure order, efficiency, and effective performance

within an organization. Public service calls for being accountable to the public and

accordingly (Maserumule, 2010: 387-390). Since joining work at the DPWI, numerous

instances of individuals failing to report for work, misconduct, being negligent, and

even fraud and corruption have occurred. This memo examines the types of discipline

and action that needs to be taken at time of disciplinary hearings within public service,

with a special emphasis on addressing improper conduct at the Department of Public

Works and Infrastructure (DPWI). Proper guidelines need to be understood and

applied for ensuring fair and effective management of employee conduct as the new

discipline and grievances officer.
