1.1 History of Disability Rights in South Africa: From Apartheid to Post-Apartheid
(30 marks)

The journey of disability rights in South Africa has been long and challenging. During
the apartheid era, which lasted from 1948 to the early 1990s, people with disabilities
were largely ignored by the government. The system at the time was mainly focused on
racial segregation, so disability rights were not a priority. Most people with disabilities
were kept out of public life. They were often hidden away in institutions and denied
access to proper education, health care, jobs, or even public transport. The state
provided very little support, and if you were poor and disabled — especially if you were
Black — life was incredibly difficult.

After apartheid ended in 1994, South Africa began to change. The new government, led
by Nelson Mandela, started working to create a fairer society for everyone. This
included recognising the rights of people with disabilities. In 1996, South Africa adopted
a new Constitution, which promised human dignity, equality, and freedom for all people
— including those with disabilities. This was a big step forward.

Since then, the country has made progress in recognising and supporting the rights of
persons with disabilities. Government policies, laws, and institutions have been created
to promote inclusion. While there's still a long way to go, South Africa has taken strong
steps to ensure that people with disabilities are seen as equal members of society.
