Introduction
Municipalities play a vital role in ensuring that people have access to essential services
such as water, electricity, sanitation, and roads. Their power to provide these services
comes from the Constitution of South Africa (1996) and other key legislation, such as
the Municipal Structures Act (1998) and the Municipal Systems Act (2000). However,
even though municipalities are responsible for service delivery, there is often confusion
about how their powers and functions fit into the bigger picture of government.
Nkuna and Nemutanzhela (2012) argue that the role of service delivery is sometimes
misunderstood because other government bodies also have responsibilities in this area.
