The government cites various reasons why 4IR has dramatically changed the digital landscape of South Africa. Yet policy-making has not kept apace with these changes, which have acted as “disruptors” in society, widening an already-existing “digital divide”. The Draft White Paper proposes addressing this challenge by creating an “enabling environment for the provision of inclusive audio and audiovisual content services (AAVCS) to all South Africans in a manner that promotes social-economic development and investment” (White Paper, 2020: 11). PLC2602/102/3/2024 15 Assignment Questions: Read the “Executive Summary” and “Chapter 1” of the Draft White Paper carefully, making notes for yourself as you read. Use these notes to help you to answer the questions.
