1.1. Road transport in South Africa is subject to a combination of economic and
safety/technical regulations. Differentiate between technical and economic regulation?
(4) – P21

Economic regulation: Related to the number of transport services and control of the prices
charged for transport services. The no of transport services is regulated by restricting the
entry of new carriers. A permit may be issued to a carrier if he is she is able to prove that
the service is needed. The permit outlines the permit that needs to be used, routes where it
can operate and commodities that may be transported. Tariffs are regulated by prescribing
specific tariffs for certain category goods.

Technical regulation: Technical regulation is there to protect operators, their employees,
transport users, the general public and the infrastructure. Technical regulation applies to
roadworthiness and the condition of vehicles, the qualification of drivers and operating
procedures.



1.2. Differentiate between common and joint cost and provide a practical example of
each? (4) - P85
Common: When specific human recourses are not dedicated to one specific service. The
costs thereof then cannot be ascribed to one specific output. One example of this is
overheads and standing costs of vehicles.

Joint costs: When the production of a product leads to the production of another product.
Example is a one-way trip requires a return trip. The cost of the return trips needs to be
taken into account.


1.3. The regulation of road transport is purely technical and is governed by the road
transport quality system, describe in various laws and traffic regulations. Name the main
elements or the RTQS? (6) – p34
1. Operator registration: Owners of vehicles registers to be an operator. This takes place
in the form of an operator’s card.
2. Driver fitness: Driver must have a valid driver’s license and PrDP.
3. Vehicle fitness: Over 3500 kg GVM requires a COF.
4. The loading of vehicles: Permissible legal mass that a vehicle may carry determined
by the axle and tyres that the vehicle has.
5. Vehicle dimensions: The length, width and height of the vehicle which is permissible
by law.
6. Vehicle plating: Info on GVM, axle mass, net power must appear on the vehicle which
exceeds mass of 3500 kg.
It’s clear that this market is subject to technical regulation.

bus service from an outlying residential area to the city center FGB Bus services provides
regular services on fixed routes. (25)

As a transport consultant, you have been asked to prepare a production plan (schedule).
Describe in detail the five consecutive steps you would follow in order to complete such a
schedule? P57

-Collection of data
This step involves market research and the origin and destination of passengers, the number
of passengers or potential passengers, and when and where services are required. Data
relating too environmental and road conditions must also be obtained, because these
conditions influence trip time, and on human resource legislation, as it affects crew
scheduling. The potential for new services can be inferred from aerial photos, a study of
population factors, special surveys and interviews with employers, educational institutions
and regional developers. Origin and destination studies can be conducted by interviewing
people at home, shopping centers and other activity centers, and by telephone surveys.
Cordon counts are frequently used to estimate the number of passengers who enter the
CBD. In the case of existing services, data can be collected by means of point counts,
boarding and alighting counts, trip journals, and regular traffic monitoring. Remember that
most of this information for passenger transport in South Africa is collected by provincial
