1.1 Correctional Services' special festive season campaign is an example of the
second type of intervention, which focuses on increased security measures.
Ngconde Balfour, the previous Minister of Correctional Services, stated that the
Department of Correctional Services has conclusive proof of inmates attempting to
flee from prisons during the year-end festive season.
As a result, in response to patterns of crime committed by offenders within our
system, as well as those wishing to assist in the commission of these crimes from
outside of our facilities, "Operation Vala" was conceived and implemented. The DCS
gathers quarterly trend analysis, records of policy and procedure compliance, and
threat identification, and then implements suitable solutions to these threats. Apart
from criminals' increased proclivity to utilize all means at their disposal to flee during
the holiday season, there are also institutional problems, since a lot of employees
need to take time off to recover.
Operation Vala is a 50-day strategy that began in 2005/06 to address security
concerns and escapes at that time of year.
