1. Draw out the major differences between Outcomes Based education
(OBE) and the current Curriculum and Assessment Policy Statement.

• Outcomes Based education:
OBE had a new approach to learning focused on co-operation,
integrated assessment, specialized vocabulary. It expected well -
resourced schools and for teachers to create their own resources, but
this was difficult in under – resourced schools and for under – qualified
teachers.
• Curriculum and Assessment Policy Statement:
CAPS put more emphasis on curriculum content, for example in the
textbooks. It defined what and how teachers should teach, how
assessment must be done, and how lesson plans should be set out. In
other word, CAPS was a lot more prescriptive than OBE. It took
teachers’ power to design their own lessons and use their own
materials away to some extent. CAPS also introduced English as a
subject in the early grades.

2. According to Balfour, what major factors affect dropout rates in South
African schools?

Gender is a factor affecting the dropout rates in South African schools. Boys’
dropout rate within the first 10 years of schooling remains high, and this
shows that boys are more likely to drop out than girls. Race is another factor.
Racial inequalities still exist, as dropout rates are still very high. This means
that many black learners are going into unskilled work. There are socio –
economic factors as well. Higher dropout rates are a result of an economic
slowdown.
