 Portfolio Introduction

This portfolio examines two interrelated dimensions of security management in South Africa: the
role of control in the management of protection services, and the mandate, role and key functions of
the South African National Defence Force (SANDF) in ensuring national security. Together, these
themes address a central question in South African security governance, namely how institutions
entrusted with the protection of persons, property and the state are directed, regulated and held
accountable. The first question critically discusses the importance of control in the management of
protection services, distinguishing between internal and external control, examining the mechanisms
through which protection service institutions are regulated, and evaluating how effective control
contributes to accountability, responsible conduct and improved service delivery.

The second question analyses the constitutional and legislative mandate of the SANDF, evaluates its
contribution to the protection of South Africa's national interests, and assesses its response to
domestic and external security threats. Both discussions are grounded in applicable legislation,
policy frameworks and practical examples drawn from the South African context, and both employ
Harvard referencing conventions to substantiate arguments and acknowledge sources. The portfolio
therefore offers a critical and evidence-based engagement with the governance, regulation and
operational effectiveness of two of South Africa's most significant security institutions.
