Introduction
Digital technologies are increasingly positioned at the centre of efforts by governments and

sustainability (Forum IBGP, 2026). Applied to public administration, Government 5.0 seeks to align
digital governance with principles of good governance, including transparency, accountability,
participation, responsiveness, and effectiveness (Forum IBGP, 2026). The purpose is not merely to
digitise existing services but to reorient government around citizen needs, using technology to
deliver more agile, personalised, and efficient public services that genuinely improve quality of life.

The SDGs, adopted by all United Nations member states in 2015 as part of the 2030 Agenda,
provide a shared blueprint for peace and prosperity for people and the planet. Seventeen goals
address interconnected challenges including poverty, inequality, health, education, climate change,
and sustainable economic growth. Digital technologies are recognised as powerful enablers of SDG
progress, with specific targets addressing ICT access and skills. For example, SDG target 9.c calls for
significantly increased access to information and communications technology and universal,
affordable Internet access in least developed countries (United Nations ESCAP, 2025). Similarly,
target 4.4 focuses on increasing the number of youth and adults with relevant technical and
vocational skills, measured by the proportion of individuals with ICT skills (United Nations ESCAP,
