(i) Explain what is meant by popular initiatives in development (10 marks)
Popular initiatives in development refer to activities and actions that are initiated and
undertaken by ordinary people, communities and groups to improve their social, economic
and political conditions. These initiatives are generally based on the participation of people
who directly experience particular development problems. Instead of relying entirely on
government, private organisations or external development agencies, communities use their
own knowledge, resources, skills and collective efforts to address issues affecting their lives.
Popular initiatives therefore represent a bottom-up approach to development because
development activities originate from the people themselves rather than being imposed from
above (Mpofu 2023: 2).
Popular initiatives are also associated with participation, empowerment, self-reliance and
collective action. They enable people to identify their own needs and participate in
developing solutions to those needs. For example, communities may organise savings groups,
co-operatives, community projects or campaigns to improve access to services. Such
initiatives can strengthen social solidarity because individuals work together towards
common objectives. They can also challenge inequalities by giving marginalised groups a
collective voice in decisions that affect their lives (Mpofu 2023: 2).
The concept is therefore important to development because it recognises that ordinary people
are not simply recipients of development programmes. They possess knowledge, capabilities
and resources that can be mobilised to improve their own circumstances. Popular initiatives
may consequently contribute to economic improvement, social welfare, political participation
