South Africa stands at a critical juncture as it prepares for the Local Government Elections
scheduled for 4 November 2026. The electoral landscape is characterised by a complex interplay of
historical legacies, evolving political dynamics, and pressing socio-economic challenges. The
proclamation of this date by the Minister of Cooperative Governance and Traditional Affairs sets in
motion a process that is fundamental to the country's constitutional democracy (Constitution of
the Republic of South Africa, 1996, Section 19). However, this election occurs against a backdrop of
declining voter turnout, as evidenced by the record low of 45.86% in the 2021 municipal elections
(Independent Electoral Commission, 2021, p. 8), and growing public dissatisfaction with service
delivery and the accountability of local councillors (Booysen, 2022, p. 45).

The purpose of this essay is to critically discuss the electoral process, the purpose of elections, and
