Introduction

Performance appraisal is an important part of performance management in the public
sector. It is a process where the work of an employee is reviewed against agreed goals
and responsibilities. In South Africa, performance appraisal is linked to the Performance
Management and Development System (PMDS). The system is used to assess
employees, identify areas where they need support and make sure that their work
contributes to the goals of government departments. Harris (2022) explains that
performance agreements are an important part of performance management because
they connect the work of individual employees with the work and goals of the

Performance appraisal has three main purposes. These are administrative,

employees and senior managers. These arrangements include performance agreements,
assessments and procedures for dealing with poor performance.

For example, a manager in a government department may have a performance
agreement that includes a target such as improving the time taken to process
applications. At the end of the performance period, the manager's actual work can be
compared with the agreed target. If the manager achieved the target, this provides
evidence of good performance. If the target was not achieved, the manager and
supervisor can discuss the reasons.

The administrative purpose is important because public servants are paid from public
money. Government therefore needs to know whether employees are doing the work
for which they are employed. Proper appraisal can also improve accountability because
