BSW4804 ASSIGNMENT 2 2026
DUER 14 AUGUST 2027
CASE STUDY SUMMARY
In December 2024, a 28-year-old man from Limpopo was accused of impregnating a
13-year-old girl. The girl gave birth at Seshego Hospital on Christmas Day, and the man
was charged with statutory rape. As a social work manager at Child Welfare Limpopo
(CWL), you convened a management meeting and decided on a statutory rape
awareness campaign targeting men and boys from March to August 2026. The
campaign will use interactive workshops, online videos, webinars, social media,
community meetings, and peer education, collaborating with Sonke Gender Justice,
#NotInMyName, LoveLife, Men's Clinic International, the Limpopo Liquor Board, and the
South African Council of Churches.
QUESTION 1: FUNDING PROPOSAL FOR THE CAMPAIGN
1.1 TITLE OF THE PROJECT AND ORGANISATIONAL PARTICULARS (6 MARKS)
Men and Boys as Allies: A Statutory Rape Prevention and Awareness Campaign
in Limpopo
Organisation: Child Welfare Limpopo (CWL)
Head Office: Polokwane, Limpopo Province
District Offices: Five offices located in the five regional districts of Limpopo
Staff Complement: 5 supervisors, 15 social workers, 15 social auxiliary workers
Contact Details:
, Postal Address: Private Bag X123, Polokwane, 0700
Telephone: (015) 123 4567
Email:
NPO Registration Number: 001-123 NPO
Organisation's Vision: To create a society where every child in Limpopo grows up free
from sexual violence and exploitation.
Organisation's Mission: To protect children from abuse and neglect through
prevention, early intervention, statutory services, and community awareness.
Project Objectives:
1. To increase awareness among men and boys in Limpopo about the legal, social,
and personal consequences of statutory rape by August 2026.
2. To equip 5,000 men and boys with knowledge about consent, age of consent laws,
and healthy relationships.
3. To establish a multi-sectoral referral network with partner organisations.
4. To reduce the incidence of statutory rape in Limpopo by 15% through sustained
awareness efforts by December 2026.
1.2 PROBLEM STATEMENT
The problem prompting this project is the escalating incidence of statutory rape in
Limpopo, highlighted by the case of a 28-year-old man impregnating a 13-year-old girl
in December 2024. Engelbrecht (2019) emphasises that social service organisations
must respond to environmental pressures through proactive planning and intervention.
Needs Analysis Based on Management Information:
Organisational Statistics: CWL recorded a 35% increase in statutory rape cases
between 2022 and 2024. Most perpetrators are adult males known to victims.
, Demographic Data: Limpopo has approximately 45% of its population under 18
years. Poverty and unemployment contribute to vulnerability to sexual exploitation.
Management Information: Social workers have an average caseload of 45
children, with a critical gap in prevention programmes targeting potential
perpetrators.
Research Evidence: Statutory rape is often perpetrated by older men exploiting
young girls due to power imbalances and harmful gender norms. Prevention must
engage men and boys as allies.
National Priorities: This project aligns with the National Development Plan (NDP)
2030 and the Integrated Service Delivery Model (ISDM), which emphasises
prevention and early intervention. Consequences include child trauma, teenage
pregnancies, school dropouts, and normalisation of sexual violence.
