1. Introduction

The Department of Correctional Services (DCS) in South Africa has undergone significant
transformation since the advent of democracy in 1994, moving away from an autocratic, military
approach towards a rehabilitative philosophy that recognises the diverse needs of different offender
categories.¹ The DCS is mandated by the Correctional Services Act 111 of 1998 to contribute to
maintaining a just, peaceful and safe society by enforcing sentences, detaining prisoners in safe

correctional facility population is as diverse as the general population and that different categories of

Unit management is a decentralised management approach that divides correctional centre
populations into small, manageable units where inmates are directly supervised, allowing for more
effective observation and individualised programming.⁵

3. Rehabilitation Programmes for Female Offenders

Women constitute a small percentage of South Africa's correctional facility population, yet the DCS
recognises that their rehabilitation needs are distinct from those of male offenders.⁶ The department
takes into consideration women's roles in society and the family, as well as the welfare of society as
a whole, when designing rehabilitation programmes.⁷

The DCS strives to develop and advance women inmates to their full potential through various
programmes. These include education and training initiatives, life skills programmes, psychological
services, social work services, and occupational skills training.⁸ The department aims to train women
to enable them to take their place in society and to be financially independent upon release.⁹
