Inclusive education policies in South Africa aim to ensure that all learners, regardless of
ability or background, have access to quality education. However, exclusion remains a
serious problem. Walton and Engelbrecht (2024) argue that historical inequalities from
apartheid still shape schooling, creating barriers that policies alone cannot remove.
First, many schools lack resources such as assistive devices, accessible classrooms, and
learning materials. Isaacs et al. (2025) note that learners with special educational needs
often face poor infrastructure and limited support staff, especially in rural schools.
Second, teachers are not adequately trained to implement inclusive practices.
Mokhampanyane (2024) found that many teachers struggle to adapt lessons for diverse
learners because they lack skills in differentiated teaching. This results in learners with
